Actual Background: Katrina was indeed a member of the city council. She was second only to the Prime Minister in decision making power. In that position, she became privy to information not accessible to the common man. The growing powers in Grunburg, and often the controlling ones are the new magitech corporations and organized crime. She saw the council bow more and more to these forces, including the creation of the title of Baron. A Baron is a head of a magitech corporation. The stated reason for the creation of the post was to keep the council informed on matters regarding magitech, an advisory role only. That role has expanded into having the same vote as an elected council member. The leaders of organized crime, a new element in Asterland, but an almost ancient force in the westlands, freely enter into council meetings and voice their opinions. In the beginning, they were resisted and thrown out, but now they actually lead discussions. Again, the council justified their presence as informational only, to learn what they are really all about, they said. The power of the Freedom Society in the council is no news to anyone in Grunburg. They occupy 3 of 20 seats on the council. 6 barons make up another section. 10 elected officials representing areas of Grunburg and the surrounding area and the Prime Minister himself make up the last of the group.
