- City Officials Know the soure of the undead.

Koniffera Dubane, an elven social outcast digs up brains and eyes from
graveyard for sale and transport to the
Mountains of Doubt.
- Koniffera pays/threatens city officials to keep their noses out of things.
- After an incident where some undead got loose and kill many, an investigation
is demanded by the poeple, so they hire adventurers to find problem.
- They offer a great reward, feeling confident that the adventurers will be
killed, so no reward will be paid.
- The locals are afraid after seeing the numbers of undead that attacked the
city (more than 20).
